About SCE

Harrisburg University’s Security Center of Excellence (SCE) is dedicated to enhancing the skills of current cyber professionals and educating those aspiring to join the cyber profession. The SCE has adopted the National Security Agency’s Center of Academic Excellence standards. Our goal is to contribute to the protection of the National Information Infrastructure. We accomplish this important goal by providing a continuum of educational opportunities targeted to the current cybersecurity workforce, as well as, addressing the critical shortage of cybersecurity professionals through undergraduate and graduate-level education.

Provide undergraduate and graduate degrees in cybersecurity and enhance learning and mentoring opportunities to cybersecurity professionals currently safeguarding organizations from cyber threats.

EDUCATIONAL PROGRAMS

Harrisburg University provides a continuum of educational opportunities starting with our undergraduate and graduate-level programs in cybersecurity. For those currently in the cybersecurity profession, there are many programs and events offered through the SCE to enhance skills to meet the ever-growing numbers of cyber threats. Our governments, communities, schools, and businesses, as well as the critical national information infrastructure all are at risk. Education plays an important role in meeting these challenges.

NATIONAL CENTER OF ACADEMIC EXCELLENCE IN CYBER DEFENSE (CAE-CD)

Harrisburg University of Science and Technology has been designated as a National Center of Academic Excellence in Cyber Defense (CAE-CD) by the National Security Agency (NSA) for its Master of Science in Computer Information Sciences (CISC) program with a concentration in Cybersecurity, through the 2029 academic year.

As a CAE-C Community member, Harrisburg University meets the increasing demands of the NCAE-C program and the National Cyber Strategy and serves to protect National Information Infrastructure.

The National Cyber Strategy addresses the critical shortage of professionals with cybersecurity skills and highlights the importance of higher education as a solution to defending America’s cyberspace. Harrisburg University recognizes that a highly skilled cybersecurity workforce is a strategic national security advantage and will continue to invest in and enhance academic programs that build the domestic talent pipeline.

The Harrisburg University Security Center of Excellence establishes and manages educational programs which integrate the core principles established by the NCAE to include: adoption of NCAE standards for cybersecurity curriculum and academic excellence; offerings that promote cybersecurity competency development among students and faculty; support of community outreach and professional development for cybersecurity professionals, K-12 students, and others; collaboration across Harrisburg University to integrate cybersecurity practices; and to support research that helps to identify solutions to cybersecurity education challenges.

Harrisburg University Cybersecurity Advisory Board

The CYOM Advisory Board monitors current and emerging cybersecurity trends and issues and will update the Harrisburg University (HU) Cybersecurity Community on these trends. The responsibilities of the board include:

  1. Provide guidance regarding HU product offerings, current/emerging cybersecurity trends, and certifications.
  2. Identify target student audiences for new enrollments.
  3. Identify internship opportunities.
  4. Serve as speakers for student forums on an as needed basis.
  5. Support the development of white papers to share knowledge with HU students.

Bruce aligns with business objectives, considering how security initiatives reduce risks while providing a competitive advantage. He develops proven security strategies to combat emerging threats when researching security vulnerabilities to determine compromising trends. Recognized as a change agent, Bruce has proven problem-solving, project management, and interpersonal skills. Through years of cybersecurity experience, he impacts cultural change through awareness programs and security advocacy.

Bruce is a full-time faculty member as a Cybersecurity Graduate Program Lead and Professor. He completed his Doctoral degree in Information Assurance in 2022. Past positions include Chief Information Security Officer (CISO) for a Fortune 500 company, Global Security and Compliance Officer, Threat Risk Control Officer, Cloud Security Design Directory, Cybersecurity Program Architecture, and Initiations. Bruce also has extensive experience with PCI-DSS, HIPAA, Sarbanes Oxley, NIST Security Frameworks, and SOC2 Compliance.

Lisa SchlosserOpen HU Bio – Lisa Schlosser

Ms. Lisa Schlosser currently resides in Delaware and volunteers: on the Board of Directors for Indiana University of Pennsylvania; on the IUP National Campaign Cabinet; as a Cyber Security Advisor to Harrisburg University; as a therapy dog handler for Pets for People; and as an instructor at University of Maryland-Global Campus.

In her full-time career, Lisa was the Federal Deputy Chief Information Officer/Deputy Associate Administrator, Office of Management and Budget (OMB), under the President Obama Administration as a career SES. In this role, Lisa helped to oversee policy and budgeting related to the government’s $86B information technology portfolio. She was also asked to serve a six-month temporary detail with the Office of Personnel Management (OPM) as a Senior Advisor/Chief Information Officer following a major cyber security breach. During this time, Lisa was an Adjunct Professor at Georgetown University, Washington, DC. She previously served as the Principal Deputy Associate Administrator, Office of External Affairs and Environmental Education, and the Director, Office of Information Collection, Office of Environmental Information, for the Environmental Protection Agency (EPA), the Chief Information Officer (CIO), U.S. Department of Housing and Urban Development (US HUD), and the Associate Chief Information Officer/Chief Information Security Officer, US Department of Transportation (US DOT).

Prior to joining the Federal Government, Lisa worked in the private sector as a Senior Manager for Ernst & Young LLP, helping to establish the international Cyber Security Practice; and as a Vice-President for Global Integrity. Before entering the commercial sector, Lisa served in the US Army, and recently retired as a Lieutenant Colonel from the US Army Reserves.

Lisa holds a B.A. degree in Political Science from Indiana University of Pennsylvania, and an M.S. degree in Administration from Central Michigan University.

Karen Evans First Federal Chief Information Officer; Former Department of Energy and Department of Homeland Security CIO

karen evansKaren S. Evans is the Managing Director for the Cyber Readiness Institute, which empowers small and medium-sized organizations with free resources to improve cybersecurity. As a three-time Presidential appointee and Senate-confirmed executive, Evans has over 30 years of experience in cybersecurity, national security, technology innovation, service delivery, and supply chain risk management. She served as the first Assistant Secretary for Cybersecurity, Energy Security and Emergency Response at the US Department of Energy, and has supported numerous agencies, including the Department of Homeland Security, Department of Justice, Department of Agriculture and Executive Office of the President at the Office of Management and Budget. Evans also established the US Cyber Challenge, a private-sector nonprofit that partners with universities to train hundreds of cyber experts, and currently sits on the Board of Directors for the National Cybersecurity Center and Advisory Boards.

Dan Chenok Executive Director of the IBM Center for The Business of Government, Former Federal Deputy Chief Information Officer

dan chenokDan Chenok is Executive Director of the IBM Center for The Business of Government. He oversees all of the Center’s activities in connecting research to practice to benefit government, and has written and spoken extensively around government technology, cybersecurity, privacy, regulation, budget, acquisition, and Presidential transitions. Mr. Chenok serves in numerous industry leadership positions including CIO SAGE and member of the Research Advisory Council with the Partnership for Public Service and Fellow of the National Academy of Public Administration.

Mr. Chenok previously led consulting services for Public Sector Technology Strategy, working with IBM government, healthcare, and education clients. Additionally, in 2008, Mr. Chenok served on President Barack Obama’s transition team as the Government lead for the Technology, Innovation, and Government Reform group, and as a member of the OMB Agency Review Team.

Jon Darbyshire Current CEO SmartSuite, Founder Archer Technologies, Partner, Ernst & Young International Cybersecurity Practice

jon darbyshireIn 2021, Jon and his team launched SmartSuite, the work management platform that manages any process, from any industry, on one platform. Now, SmartSuite unites essential elements used to get work done, regardless of company size or type.

In the year 2000, Jon founded Archer Technologies, an enterprise governance, risk and compliance software, giving business users—not developers—the ability to adapt software to their unique business requirements. Jon and the Archer team built a flexible, award winning platform and solution suite that became the mainstay of governance, risk and compliance teams for some of the world’s most powerful organizations, including 1 in 3 of the Fortune 100. Archer Technologies was purchased by EMC Corporation in 2010.

Throughout his career, Jon has been dedicated to automating everyday, essential business tasks to create smarter, more efficient organizations, no matter what the industry.  Prior to Archer Technologies, Jon held leadership positions at both EY and Price Waterhouse, honing his skills in understanding the need to automate and simplify work for the enterprise.

Shawntee Arrington Technical Support Engineer, Tanium

shawnte arringtonShawnte´ Arrington is a versatile cybersecurity professional and seasoned technical leader known to implement progressive solutions to modernize workflows and shift company cultures to embrace digitization, integration, and automation. Priding herself on building dynamic teams and empowering others, she is committed to transparency and inclusion and mentors women in tech both at work and through HU’s STEM-UP Network.

Shawnte´ is currently employed as a Technical Support Engineer with Tanium and is the first student to finish HU’s Cybersecurity Operations and Management program, accepting her Bachelor of Science as Summa Cum Laude. Past positions include Human Resources Manager, Policy & Compliance Manager, Lead Software Developer, and Technical Consultant.

Erik Avakian Former Commonwealth CISO and now Senior Advisor with InfoTech

erik avakianErik Avakian is a former state chief information security officer for the Commonwealth of Pennsylvania. Erik has over 22 years enterprise experience in security and program management, strategy, service delivery, relationship management, cross-collaboration, program execution, and leading and mentoring teams.

Throughout his 12 ½-year tenure in a CISO role, spanning three different administrations, Erik has amassed a wide range of practical cybersecurity experience in organizational information security strategy, service design, technical standards, security policy, governance, risk management, and compliance. Erik has led numerous enterprise projects and strategic initiatives in areas including intrusion detection and prevention, multifactor authentication, endpoint detection and response, security awareness training, security information and event management, data protection, identity and access management, vulnerability management, digital forensics, and cyber incident response.

Erik’s accomplishments and contributions to the security profession have been nationally recognized. In 2015, Erik was named by GovTech as one of the top 10 Influencers in Government. Erik received a Top 50 in Cybersecurity from StateScoop in 2018, and was named a Top 25 Doer, Dreamer & Driver from GovTech in 2019.

Lisa Davis SVP & CIO at Blue Shield of California

lisa davisLisa Davis is Executive Vice President and Chief Information Officer at Blue Shield of California, a $24 billion nonprofit health plan serving 4.8 million members in California. She’s driving Blue Shield toward a future state of health care, transforming the IT business model, and leveraging digital technology, data, and analytics to accelerate the delivery of capabilities to improve the member and provider experience.

In her 26-year distinguished career in the federal government as a member of the Senior Executive Service, Davis managed networks of multiple classifications serving as the CIO of the U.S. Marshals Service in the U.S. Department of Justice and as CIO of Counterintelligence Field Activity in the U.S. Department of Defense. She was previously certified as a CISSP.

An innovative business executive, Davis’ future-forward vision has improved business outcomes and customer experiences for organizations in high-tech, academia, and the federal government. She led the multi-billion global data center business to profitability at Intel after being the CIO at Georgetown University, where she dramatically modernized the institution’s infrastructure to ensure their competitiveness as a top-25 university in the U.S.

Davis holds a Master of Science in Human Resources Management from Golden Gate University and a Bachelor of Science in Computer Engineering from Syracuse University. She holds numerous Board appointments in addition to serving on the Board of Trustees of Blue Shield of California Foundation. Davis has been recognized with the Forbes’ CIO Next List: 2022; the 2022 Bay Area ORBIE Award for Healthcare; San Francisco Business Times’ Most Influential Women in Bay Area Business for 2021; and the 2021 CIO Hall of Fame Award from CIO.com.
