The center is a targeted effort to support government security leaders and their staffs as well as the private sector through educational programs, collaboration and awareness-raising initiatives.
About SCE
Harrisburg University’s Security Center of Excellence (SCE) is dedicated to enhancing the skills of current cyber professionals and educating those aspiring to join the cyber profession. The SCE has adopted the National Security Agency’s Center of Academic Excellence standards. Our goal is to contribute to the protection of the National Information Infrastructure. We accomplish this important goal by providing a continuum of educational opportunities targeted to the current cybersecurity workforce, as well as, addressing the critical shortage of cybersecurity professionals through undergraduate and graduate-level education.

EDUCATIONAL PROGRAMS
Harrisburg University provides a continuum of educational opportunities starting with our undergraduate and graduate-level programs in cybersecurity. For those currently in the cybersecurity profession, there are many programs and events offered through the SCE to enhance skills to meet the ever-growing numbers of cyber threats. Our governments, communities, schools, and businesses, as well as the critical national information infrastructure all are at risk. Education plays an important role in meeting these challenges.

NATIONAL CENTER OF ACADEMIC EXCELLENCE IN CYBER DEFENSE (CAE-CD)
Harrisburg University of Science and Technology has been designated as a National Center of Academic Excellence in Cyber Defense (CAE-CD) by the National Security Agency (NSA) for its Master of Science in Computer Information Sciences (CISC) program with a concentration in Cybersecurity, through the 2029 academic year.
As a CAE-C Community member, Harrisburg University meets the increasing demands of the NCAE-C program and the National Cyber Strategy and serves to protect National Information Infrastructure.
The National Cyber Strategy addresses the critical shortage of professionals with cybersecurity skills and highlights the importance of higher education as a solution to defending America’s cyberspace. Harrisburg University recognizes that a highly skilled cybersecurity workforce is a strategic national security advantage and will continue to invest in and enhance academic programs that build the domestic talent pipeline.

The Harrisburg University Security Center of Excellence establishes and manages educational programs which integrate the core principles established by the NCAE to include: adoption of NCAE standards for cybersecurity curriculum and academic excellence; offerings that promote cybersecurity competency development among students and faculty; support of community outreach and professional development for cybersecurity professionals, K-12 students, and others; collaboration across Harrisburg University to integrate cybersecurity practices; and to support research that helps to identify solutions to cybersecurity education challenges.
- HU’s Security Center of Excellence was established, to support the goals of the NCAE, cybersecurity program guidance and oversight; general cyber defense information; collaboration; and outreach opportunities among student, faculty, and other institutions, as outlined below.
- NEW: HU obtained the National Centers of Academic Excellence in Cyber Defense Program of Study Validation for the HU Computer Information Sciences Program.
- HU also establishes partnerships with community schools to promote cybersecurity programs:

- The Information Security Officer Certificate Program has graduated professionals from the State of Pennsylvania and other community organizations

Harrisburg University Cybersecurity Advisory Board
The CYOM Advisory Board monitors current and emerging cybersecurity trends and issues and will update the Harrisburg University (HU) Cybersecurity Community on these trends. The responsibilities of the board include:
- Provide guidance regarding HU product offerings, current/emerging cybersecurity trends, and certifications.
- Identify target student audiences for new enrollments.
- Identify internship opportunities.
- Serve as speakers for student forums on an as needed basis.
- Support the development of white papers to share knowledge with HU students.

Chris Allwein has over 20 years of experience in many facets of IT, the last 2+ focusing on Cyber Security. Chris leads the Pennsylvania Cybersecurity Threat Intelligence Unit (PA Cybercom) that focuses on making Pennsylvania safer digitally. Chris and his unit are engaged in providing oversight into identifying, collecting, analyzing, and disseminating cyber threat, vulnerability, and incident information to private and public sector partners and owners and operators of critical infrastructure within the Commonwealth.




Brian manages the datacenter operations at the CSIU. Additionally, Brian has developed a cybersecurity program and works to continually advance the security posture of the organization. Brian also managse over the deployment, monitoring and technical troubleshooting of the CSIU’s enterprise student and financial application packages for approximately 300 school districts across the state of Pennsylvania.
Phillip Serio is the Director of IT Security & Compliance at Hershey Entertainment & Resorts, a world-class entertainment and leisure company. He has over 18 years of experience in Information Technology, including Systems & Applications, Data Center/Infrastructure, IT Security and management roles.
Justin Stover serves as the Vice President and Chief Information Security Officer (CISO) at Select Medical, one of the largest providers of critical illness recovery hospitals, inpatient rehabilitation hospitals, outpatient rehabilitation centers and occupational health clinics in the United States. In this role, Justin is responsible for leadership, strategy and oversight of all aspects of Information Security including; Governance, Risk & Compliance, Identity & Access Management, and Security Technology, Operations & Incident Response. Justin has over 20 years of information security and technology experience with Select Medical, and is based out of Mechanicsburg, Pennsylvania.
