Scott A. Rainey
(Lecturer in Strategic Leadership and Management and program lead of HU´s Project Management program)
Scott A. Rainey is a veteran of the U.S. Army having retired on July 31, 2013, as Lieutenant Colonel with over 26 years of service. Upon retirement, Mr. Rainey was nominated to the State Civil Service Commission by Governor Tom Corbett and confirmed by the Pennsylvania State Senate on June 30, 2013. Governor Corbett appointed Commissioner Rainey to serve as Chairman of the Commission effective this date and he remained in this capacity until July 12, 2015. Following his term with the Pennsylvania Civil Service Commission, Mr. Rainey served nearly three years as Director, Total Force for Naval Supply Systems Command at NSA Mechanicsburg. Mr. Rainey served as a Corporate Faculty member at Harrisburg University for over three years, teaching graduate-level courses in Organizational Leadership and Business Communications. In January 2019, Mr. Rainey became a full-time Lecturer in Leadership and Communications at Harrisburg University. He is currently the program lead of the Master of Science in Project Management at Harrisburg University.

Dr. Philip Mann
(Assistant Professor of Organization & Management)
Dr. Philip Mann has more than two decades of helping leaders understand the value of federal government projects, where the individual project budgets are in the millions, but the value is often hard to nail down. He has managed requirements and value analysis on dozens of national and international projects affecting federal agencies across the Department of Transportation, Department of Justice, and the Department of Defense, plus the governments of Canada and Mexico. A veteran of the Navy, Army, and National Guard, Dr. Mann is currently a full-time Assistant Professor of Organization & Management at Harrisburg University, and an adjunct Assistant Professor of Project Management at Embry-Riddle Aeronautical University, teaching graduate courses in project management at both institutions.


Harrisburg University’s Project Management graduate program is one of the largest in the nation. The program is accredited by the Global Accreditation Center for Project Management Education Programs (GAC) is an independent academic accreditation body with policies, procedures, and standards for projects, programs, portfolio management, and related programs at the bachelor’s, postgraduate and doctoral degree levels. HU’s M.S. program in Project Management is one of only 110 programs around the world to achieve this accreditation.

The University offers the 36-credit program in a hybrid format and an all-online option for non-international students.
